Established in 1976, the Ethnic Communities Council of Queensland (ECCQ) is the peak organisation for multicultural communities in Queensland. ECCQ works to strengthen community capacity, advocate for multicultural communities, empower self-advocacy, and deliver culturally responsive health and aged care services. Its work is grounded in inclusion, equity, social justice, cultural responsiveness, dignity, safety, choice and community-led solutions.
ECCQ supports Queensland communities through advocacy, community development, health programs and aged care services. The organisation:
- Maintains strong relationships with multicultural communities, government and sector partners across Queensland.
- Advocates on issues affecting culturally and linguistically diverse (CALD) communities.
- Builds the capability of community organisations and leaders through training, mentoring and practical support.
- Delivers health promotion and education through a network of bilingual and bicultural workers.
- Supports culturally responsive aged care through residential care, in-home care and sector development programs.
- Partners with government, universities and community organisations to influence policy and strengthen service delivery.
ECCQ operates from West End and Indooroopilly, Brisbane, and employs over 400 employees.

About the Role
The People & Culture Manager will lead the development of a strategic people function that strengthens organisational culture, builds workforce capability and supports ECCQ’s growth and long-term success.
Reporting to the General Manager Corporate Services, the role is responsible for creating an environment where staff develop, thrive and perform at their full potential. Working closely with leaders across the organisation, the People & Culture Manager will lead workforce strategy, organisational capability, leadership development, culture, employee relations, WHS, people systems and workforce compliance, while fostering a contemporary, values-driven workplace underpinned by coaching, continuous learning and culturally responsive leadership.
Strategic Focus and Leadership Expectations
ECCQ is seeking a People & Culture leader who can:
- Strengthen organisational culture, employee engagement and workforce capability
- Develop and implement workforce planning, succession planning and talent development initiatives
- Coach and support leaders to build high-performing teams and effectively manage change
- Strengthen people systems, workforce reporting and organisational capability
- Lead employment relations, workforce compliance, WHS and employee wellbeing initiatives
- Build strong relationships across the organisation and position People & Culture as a trusted strategic partner
- Support the delivery of ECCQ’s strategic priorities through contemporary people practices and leadership development

Leadership & People
- Experience leading and developing People & Culture functions in a diverse and multicultural team
- Ability to coach leaders, manage complex people matters, and foster a positive workplace culture
- Experience leading workforce development, engagement, leadership and change initiatives within inclusive and culturally responsive environments
Strategy & Planning
- Ability to develop and implement workforce strategies aligned to organisational goals
- Experience in workforce planning, succession planning, talent management, and organisational development
- Capability to use workforce data and insights to drive decision-making and continuous improvement
- Experience building organisational capability to support growth, change and future workforce requirements
Operational or Technical Expertise
- Expertise across the employee lifecycle, including recruitment, performance management, learning and development, employee relations, and WHS
- Strong understanding of HR best practice, employment legislation, and industrial relations
- Experience developing people policies, systems, and processes that improve organisational performance
- Experience managing enterprise bargaining, industrial relations matters and organisational change processes
- Knowledge of workforce compliance, worker screening, visa management and mandatory training requirements
Stakeholder Engagement & Influence
- Strong relationship-building, influencing, and communication skills
- Ability to provide practical and trusted advice to leaders and employees
- Experience working effectively with a broad range of internal and external stakeholders
- Ability to build credibility as a strategic business partner and trusted adviser

The ideal People & Culture Manager is an experienced HR leader who combines strong operational capability with a people-focused approach. They are approachable, collaborative and trusted by leaders and employees alike, with the ability to strengthen culture, engagement and organisational performance. Experience in aged care, health, community services or other workforce-intensive sectors is highly regarded. They are authentic, proactive and culturally aware, with a proven ability to develop practical workforce strategies, drive positive change and foster an inclusive, high-performing workplace aligned with ECCQ’s purpose.
