About the Organisation
P&Cs Queensland (P&Cs Qld) is the peak representative body for Parents & Citizens’ Associations across Queensland state schools, providing leadership, advocacy and practical support to strengthen parent and community engagement in education. Representing the interests of more than 900,000 state‑school parents and working alongside 1,240 P&C Associations and over 58,000 volunteers, P&Cs Qld plays a significant statewide role in elevating parent perspectives and supporting high‑quality educational outcomes.
Local P&C Associations partner closely with school principals and their broader communities to enhance student success, provide feedback on school policies, and contribute to school improvement. Their activities often include managing tuckshops, uniform shops, fundraising, school events and, in many cases, OSHC services — together contributing an estimated $80 million annually to Queensland state schools. This extensive grassroots footprint gives P&Cs Qld strong community insight and reach.
P&C Associations operate within a formal legislative environment, established under the Education (General Provisions) Act 2006 and recognised as statutory bodies under the Statutory Bodies Financial Arrangements Act 1982, with governance obligations relating to financial management, decision‑making and volunteer responsibilities. Each association is led by an elected Executive Committee responsible for transparent governance, community engagement and oversight of any services they operate.
P&Cs Queensland works in partnership with the Queensland Department of Education through a formal agreement that supports local associations with governance guidance, training, resources and access to specialist P&C Services Managers. At the statewide level, P&Cs Qld advocates on policy matters, represents parent views in consultations, contributes to public and stakeholder forums, and helps shape the broader education landscape across Queensland.
Collectively, P&Cs Queensland strengthens connections between families, schools and communities — ensuring parents have a structured and influential voice in education, and that local P&C Associations are equipped to contribute meaningfully to school life across the state.
Key organisational functions include:
- Member Services – governance, compliance and support for P&Cs.
- HR Services – specialised HR and workforce support for members.
- Partnerships – management of funded projects and sector relationships.
- Insurance umbrella scheme – providing affordable, fit‑for‑purpose cover for P&Cs.
- Advocacy & Lobbying – influencing policy, government decision‑making and public debate to ensure the voice of Queensland families is represented.

Current Context & Strategic Direction
P&Cs Queensland is entering a period of renewal as the Board prepares the organisation for its next phase of influence and member impact. The Board has chosen this moment, at the natural conclusion of the previous CEO’s contract, to initiate a change in direction and refresh the organisation’s leadership profile.
This is not a turnaround environment: member satisfaction is high, the organisation is financially sound, and the board and team are stable and committed. Significant opportunities now exist to strengthen visibility, influence, and proactive advocacy across Queensland’s state education system.
Strategic priorities for the next 3–5 years include:
- Shifting from reactive to proactive advocacy and public positioning.
- Strengthening relationships and influence with government, the Department of Education and sector stakeholders.
- Enhancing communications, media presence and PR capability to broaden reach.
- Deepening member engagement by elevating the member experience through an organisationwide focus on member obsession. This cultural mindset should be embedded across all areas of the organisation. This focus is intended to strengthen visibility and reinforce accountability for exceptional member experience at every level.
- Optimising and elevating both member and staff experience through streamlined internal processes, targeted system enhancements, and AIdriven productivity initiatives. This will ensure scalable, consistent, and futureready member services.
- Leading development of the next organisational strategic plan following the expiry of the current plan.

About the Role
Reporting to the Board, the CEO leads the organisation through this period of renewal—strengthening internal capability, elevating public presence, and deepening connection with P&Cs across Queensland. The Board has outlined three priority leadership capabilities for the incoming CEO:
- Strategic architect – responsible not only for strategy development but also for leading delivery and execution of organisational priorities to ensure strategy translates into measurable outcomes
- Operational and process-focused leader – ensuring member services run efficiently and consistently.
- Financial steward – safeguarding long-term sustainability in a multi-source funding environment.
In the first 100 days, the CEO is expected to engage deeply with members, stakeholders and the internal team to build insight and relationships before presenting a clear, practical plan for organisational renewal.

Ideal Candidate Profile
The ideal candidate is an experienced executive leader with a strong blend of strategic capability, advocacy strength and operational judgement. You will be politically astute, able to influence ministers, senior departmental leaders, unions and sector partners with credibility, evidence based insight and confident advocacy.
You bring experience leading in membership-based, not-for-profit or peak-body environments, with solid governance capability and the ability to work constructively with a Board under a Company Limited by Guarantee. You are comfortable representing member interests in public forums and contributing to policy positions that elevate the voice of Queensland families.
Commercially and operationally capable, you understand the realities faced by local P&Cs — including governance, compliance and business operations — and ensure State Office services remain responsive, practical and well targeted. You lead people with empathy and visibility, fostering a positive, high performance culture within a compact team while also engaging confidently with a large volunteer network.
Handson and grounded, you are someone who listens, learns quickly, builds strong relationships and translates strategy into meaningful action. You are a clear communicator and a steady decisionmaker who thrives in a role that requires diplomacy, curiosity and a genuine commitment to strengthening school communities.
Tertiary qualifications in business, policy, education or related fields with postgraduate study or governance training — are highly regarded, but above all you bring a deep belief in the mission of giving every child every chance through strong family school partnerships.
