    Established in 1976, the Ethnic Communities Council of Queensland (ECCQ) is the peak organisation for multicultural communities in Queensland. ECCQ works to strengthen community capacity, advocate for multicultural communities, empower self-advocacy, and deliver culturally responsive health and aged care services. Its work is grounded in inclusion, equity, social justice, cultural responsiveness, dignity, safety, choice and community-led solutions.

    ECCQ supports Queensland communities through advocacy, community development, health programs and aged care services. The organisation:

    • Maintains strong relationships with multicultural communities, government and sector partners across Queensland.
    • Advocates on issues affecting culturally and linguistically diverse (CALD) communities.
    • Builds the capability of community organisations and leaders through training, mentoring and practical support.
    • Delivers health promotion and education through a network of bilingual and bicultural workers.
    • Supports culturally responsive aged care through residential care, in-home care and sector development programs.
    • Partners with government, universities and community organisations to influence policy and strengthen service delivery.

    ECCQ operates from West End and Indooroopilly, Brisbane, and employs over 400 staff.

  • About the Role

    ECCQ is seeking a Manager who can:

    • Coordinate implementation of the Technology Systems Review and Three-Year Digital Roadmap.
    • Support ICT governance, cyber security, business continuity and disaster recovery capability.
    • Lead technology implementation projects while managing day-to-day ICT operations and business systems.
    • Build productive relationships with internal stakeholders and effectively manage the organisation’s outsourced ICT provider.
    • Improve business systems, operational processes and technology utilisation across the organisation.
    • Coordinate corporate services, facilities, property maintenance, office administration and operational support functions.
    • Support organisational change management and facilitate the adoption of new systems and processes.

    Key Priorities in the First 12 Months

    • Coordinate delivery of priority Digital Roadmap initiatives.
    • Strengthen vendor management, ICT service performance and governance frameworks.
    • Improve business systems, reporting capability and digital maturity.
    • Establish and embed business continuity and disaster recovery processes.
    • Strengthen corporate services, facilities management and operational support systems across the organisation.

    ECCQ is seeking a values-driven and solutions-focused manager who can work collaboratively across the organisation, balancing project delivery with operational responsibilities while reflecting ECCQ’s commitment to multicultural communities.

  • Ideal Candidate Profile

    The ideal Manager, Systems Operations is a practical and organised professional who combines strong operational expertise with experience in business systems, ICT operations and corporate services. They are skilled at translating organisational needs into effective systems, processes and solutions that improve efficiency and support organisational performance.

    They are collaborative, adaptable and hands-on, with experience coordinating technology-related projects, managing ICT environments and overseeing corporate services functions. They have experience managing outsourced ICT providers, understand ICT governance, cyber security and business continuity requirements, and are comfortable balancing project implementation with the ongoing management of day-to-day operations.

    What sets them apart is their ability to coordinate multiple priorities while maintaining reliable and effective corporate services. They build strong working relationships, support the successful implementation of new systems and processes, and ensure the technology, facilities, infrastructure and operational support services that underpin ECCQ’s operations are efficient, secure and fit for purpose.
