    Coast2Bay Housing Group is a Queensland-based, Tier 1 community housing provider that develops, owns and manages affordable and social housing for people experiencing housing insecurity.  

    Established on the Sunshine Coast in 1993, the not-for-profit organisation has grown into one of regional Queensland’s leading housing providers, supporting more than 1,500 residents across the Sunshine Coast, Moreton Bay, Noosa and Gympie regions. 

    Guided by its mission to create homes, build strong communities and transform lives, Coast2Bay believes housing is more than shelter; it provides the foundation for safety, belonging, stability and opportunity.     Headquartered in Maroochydore, with an additional four offices centres across the region Coast2Bay group employs approximately 55 staff and maintains Tier 1 accreditation, the highest level in Australia’s community housing sector. The organisation is recognised for delivering affordable and social housing in areas facing significant housing affordability pressures, supporting low-income households, older women at risk of homelessness, families in crisis, essential / key workers and women and children impacted by domestic and family violence.  

    Through strong partnerships with government, community organisations and the private sector, Coast2Bay continues to expand housing supply and deliver sustainable housing outcomes.  

    Beyond providing safe and affordable homes, the organisation invests in initiatives that foster community connection, independence and long-term wellbeing.   • Current Context & Strategic Direction

    Coast2Bay is undergoing significant growth and transformation, evolving from a traditional community housing provider into a large-scale social infrastructure organisation. Over the past four years, nett assets have grown from approximately $22 million to more than $250 million, supported by an expanding development pipeline and increasing capital investment requirements. Strategic priorities include delivering more than 500 new homes, expanding across Southeast Queensland, with over 10% growth per annum, strengthening governance and risk capability, and developing both affordable and philanthropic housing initiatives. 

    As the organisation scales, it is focused on professionalising governance, enhancing organisational capability and building the systems required to support sustainable growth. While opportunities exist through increased government investment, development partnerships and broader social impact, Coast2Bay must also navigate growth-related complexity, including major development projects, financing arrangements and regulatory obligations.  

    Looking ahead, the organisation aims to become a $500 million organisation by 2032, with longer-term aspirations to grow into a billion-dollar housing and social infrastructure provider while remaining committed to improving housing outcomes for vulnerable communities. 

  • About the Role

    As Coast2Bay enters a new phase of growth, organisational complexity and investment, the Board is strengthening the capability of its Finance, Audit & Risk Committee through the appointment of an Independent Committee Member. 

    This appointment is intended to complement the expertise of existing Board and Committee members by adding independent insight and governance oversight across Coast2Bay’s financial, audit and risk responsibilities. The successful candidate will support the Committee in providing assurance to the Board that financial stewardship, risk management and governance practices remain effective, sustainable and aligned with the organisation’s strategic objectives. 

    As Coast2Bay continues to expand its asset base, development activities and funding arrangements, the Committee plays an increasingly important role in overseeing financial sustainability, risk management, audit outcomes and governance performance. 

    This is a governance-focused role rather than an operational position. The successful candidate will: 

    • Provide independent oversight and specialist advice to the Finance, Audit & Risk Committee. 
    • Review financial performance, forecasting, treasury management and funding strategies. 
    • Contribute to audit, risk, compliance and assurance discussions. 
    • Support oversight of capital investment decisions and long-term financial sustainability. 
    • Assist in monitoring enterprise risk and governance frameworks. 
    • Bring an external perspective and contemporary insight to Committee deliberations. 
    • Support effective decision-making through informed analysis, constructive challenge and sound judgement. 

    This appointment provides an opportunity to contribute to one of Queensland’s fastest-growing community housing providers while supporting an organisation that combines commercial discipline with a strong social purpose. 

    Board & Committee Culture

    Committee members are encouraged to contribute specialist expertise, ask challenging questions and bring alternative viewpoints while supporting constructive governance outcomes. Independent Committee Members are viewed as an important source of external insight and are welcomed as valued contributors to discussions and decision-making.  

    While the Committee oversees complex financial, audit and risk matters, Coast2Bay remains fundamentally mission driven. The successful candidate will combine strong commercial and financial expertise with an appreciation for the organisation’s purpose of improving housing outcomes for vulnerable individuals, families and communities experiencing housing insecurity. 

    Position Description

  • Key Selection Criteria (Expanded Overview)

    Leadership & People 

    Demonstrated ability to contribute confidently and independently within a governance environment. The successful candidate will bring credibility, sound judgement and the confidence to participate actively in Committee deliberations, contribute informed perspectives and support a collaborative governance culture. Experience working alongside Boards, Committees or executive leadership teams will be highly regarded. 

    Strategy & Planning 

    The successful candidate will possess the ability to understand and assess long-term strategic implications arising from financial decisions, growth initiatives and capital investment programs. They will contribute insight into how financial strategy, debt capacity, risk appetite and funding structures support Coast2Bay’s future growth and sustainability. 

    Technical Expertise 

    This role requires deep technical expertise applied at a governance level. The ideal candidate will bring substantial experience in corporate finance, audit, commercial banking, treasury, infrastructure finance, property finance, investment analysis or enterprise risk management. 

    They will be comfortable reviewing complex financial information, assessing borrowing strategies, evaluating capital investment proposals and understanding the financial drivers associated with major development projects and asset-intensive organisations. Experience in property development finance, infrastructure projects, public-private partnerships or large-scale commercial environments will be particularly valuable. Their contribution will strengthen Committee oversight of debt management, financial sustainability, audit processes, compliance obligations and enterprise-wide risk frameworks. 

    Highly desirable attributes include: 

    • Senior leadership experience within banking, finance, audit, treasury, infrastructure, property or related sectors 
    • Experience overseeing large balance sheets, capital programs, debt facilities or investment portfolios 
    • Understanding of governance, fiduciary duties and contemporary risk management practices. 
    • Previous Board, Committee or Advisory Committee experience 
    • Professional qualifications such as CPA, CA, CFA or equivalent financial credentials 
    • Governance qualifications including GAICD, FGIA or similar 
    • Exposure to community infrastructure, housing, social infrastructure projects or regulated environments 

    Stakeholder Engagement & Influence 

    The successful candidate will bring professional standing, credibility and external perspective that enhances Committee effectiveness and stakeholder confidence. Experience gained across finance, banking, infrastructure, development, property, professional services or government sectors will be highly regarded. The capacity to influence through expertise, insight and informed questioning will be essential.

The successful candidate will understand the distinction between governance and management, contribute positively to Coast2Bay’s consensus-based governance culture and be motivated by the opportunity to support an organisation delivering meaningful social impact.   • Ideal Candidate Profile

    The ideal candidate will be an experienced senior executive, adviser or governance professional who brings sound commercial judgement, independence of thought and a demonstrated ability to contribute effectively to a committee or board environment. 

    They will be a thoughtful and collaborative contributor, capable of analysing complex issues, asking constructive questions and bringing an objective perspective to governance discussions. They will value accountability, transparency and good governance, and be comfortable operating within a collegiate and consensus-based decision-making culture. 

    While community housing experience is not required, an appreciation of the challenges and opportunities associated with growth, capital investment and organisational sustainability will be advantageous. A genuine interest in contributing to Coast2Bay’s social purpose and positive community impact will be important.
