    Coast2Bay Housing Group is a Queensland-based, Tier 1 community housing provider that develops, owns and manages affordable and social housing for people experiencing housing insecurity.  

    Established on the Sunshine Coast in 1993, the not-for-profit organisation has grown into one of regional Queensland’s leading housing providers, supporting more than 1,500 residents across the Sunshine Coast, Moreton Bay, Noosa and Gympie regions. 

    Guided by its mission to create homes, build strong communities and transform lives, Coast2Bay believes housing is more than shelter; it provides the foundation for safety, belonging, stability and opportunity. Its person-centred, community-focused approach is underpinned by values of collaboration, innovation and sustainability, shaping both service delivery and strategic partnerships. 

    Headquartered in Maroochydore, with an additional four offices centres across the region Coast2Bay group employs approximately 55 staff and maintains Tier 1 accreditation, the highest level in Australia’s community housing sector. The organisation is recognised for delivering affordable and social housing in areas facing significant housing affordability pressures, supporting low-income households, older women at risk of homelessness, families in crisis, essential / key workers and women and children impacted by domestic and family violence.  

    Through strong partnerships with government, community organisations and the private sector, Coast2Bay continues to rapidly expand housing supply and deliver sustainable housing outcomes.  

    Beyond providing safe and affordable homes, the organisation invests in initiatives that foster community connection, independence and long-term wellbeing. With more than three decades of operation, a growing housing portfolio and plans to deliver a $330m plus capital program for more than 500 new homes across Queensland by 2030, Coast2Bay is playing an increasingly important role in addressing housing affordability and homelessness challenges across the state.

  • Current Context & Strategic Direction

    Coast2Bay is undergoing significant growth and transformation, evolving from a traditional community housing provider into a large-scale social infrastructure organisation. Over the past four years, nett assets have grown from approximately $22 million to more than $250 million, supported by an expanding development pipeline and increasing capital investment requirements. Strategic priorities include delivering more than 500 new homes, expanding across Southeast Queensland, with over 10% growth per annum, strengthening governance and risk capability, and developing both affordable and philanthropic housing initiatives. 

    As the organisation scales, it is focused on professionalising governance, enhancing organisational capability and building the systems required to support sustainable growth. While opportunities exist through increased government investment, development partnerships and broader social impact, Coast2Bay must also navigate growth-related complexity, including major development projects, financing arrangements and regulatory obligations.  

    Looking ahead, the organisation aims to become a $500 million organisation by 2032, with longer-term aspirations to grow into a billion-dollar housing and social infrastructure provider while remaining committed to improving housing outcomes for vulnerable communities.

  • About the Role

    This appointment comes at a pivotal time in Coast2Bay’s evolution. As growth, capital investment and development activity continue to accelerate, the Board is strengthening the capability of its Development Committee to oversee an increasingly sophisticated portfolio of housing and social infrastructure projects. Coast2Bay’s development pipeline includes more than 500 planned dwellings and a growing number of projects delivered through complex funding, financing and delivery arrangements. 

    The Board is seeking an Independent Committee Member to contribute specialist expertise and independent oversight to the Development Committee. 

    Operating under delegated authority from the Board, the Committee provides governance oversight across the development lifecycle, including project feasibility, risk, funding, procurement, delivery strategy and investment decision-making. The Committee reviews and challenges major development proposals before making recommendations to the Board for final approval. 

    The successful candidate will contribute to robust governance and decision-making by: 

    • Providing independent insight and objective scrutiny of development opportunities and investments. 
    • Assessing project feasibility, commercial assumptions and key risks. 
    • Contributing to discussions regarding funding, financing and delivery models. 
    • Supporting effective governance of Coast2Bay’s development and capital investment activities. 
    • Working collaboratively with fellow Committee members to achieve sound strategic outcomes.

    Position Description

  • Key Selection Criteria (Expanded Overview)

    Leadership & People 

    Demonstrated ability to contribute effectively as an independent committee member within a collaborative governance environment. The successful candidate will actively participate in Committee deliberations, provide professional insight, build productive working relationships and contribute positively to a high-performing and consensus-driven culture. 

    Strategy & Planning 

    Ability to apply strategic thinking and commercial judgement to major development and infrastructure initiatives. The successful candidate will contribute to long-term planning discussions, assess emerging opportunities and risks, and support sustainable organisational growth through disciplined investment and project evaluation. 

    Technical Expertise 

    This is the most critical area of contribution. Success in this role requires significant technical expertise that can be applied at a governance level. The ideal candidate will possess substantial experience in property development, construction, infrastructure delivery, quantity surveying, engineering, project management, development finance or related sectors. They will be capable of assessing feasibility studies, understanding project delivery risks, evaluating procurement and financing structures, interpreting technical advice and providing informed oversight of complex development projects. Experience with large-scale infrastructure or social infrastructure projects, PPP arrangements and multi-stakeholder developments will be highly regarded. 

    Stakeholder Engagement & Influence 

    The successful candidate will bring professional credibility and a broad external perspective that strengthens Committee decision-making. Relevant networks and experience across property, development, infrastructure, construction, consulting or government sectors will be highly valued, together with the ability to positively influence discussions and contribute to strong project outcomes.

    The ideal candidate will be a highly experienced development, infrastructure, construction or project delivery professional who can bring practical expertise and commercial insight to a governance environment. 

    They will be an independent and strategic thinker, capable of contributing informed judgement, asking insightful questions and constructively challenging assumptions while working collaboratively within a collegiate committee culture. 

    Candidates will have experience operating in complex environments involving significant capital investment, multiple stakeholders and long-term project outcomes. They will be recognised for their professionalism, integrity and ability to balance opportunity with risk.
