Role Overview
The Executive Director, Operations, Performance, and Quality (the ED) is a new position reporting to the Health Ombudsman. The ED is responsible for the effective and efficient oversight and management of serious and high-risk matters, as well as cross-functional service delivery. Specifically, the ED is required to oversee the operations of the Immediate Action and Monitoring and Compliance Teams, along with policy, advisory, executive functions, stakeholder engagement and driving performance and quality improvement.
The ED provides high-level advice to the Health Ombudsman in relation to serious and high-risk matters, including decisions relating to immediate action and public statements, which appropriately consider administrative law principles, legislative requirements, risk-management factors, relevant precedent, and is required to demonstrate sound decision-making. The ED is required to develop practice approaches across the Office of the Health Ombudsman functions which reflect the Office’s values and strategic and operational objectives and ensure that the Office of the Health Ombudsman provides person-centred, trauma-informed and safe services.
As you will be working so closely with the Health Ombudsman, the other Executive Directors and a range of stakeholders, it’s vital that you are a collaborative, flexible and poised professional, with an engaging personality. In this key role you will need to possess personal qualities such as well-developed resilience, judgement and critical thinking to manage complex and sensitive matters.
This role requires working closely with other divisions and implementing cross-functional approaches which ensure that actions taken by the Office are coordinated and informed by relevant legal and clinical advice. You will lead a team to deliver quality improvement processes, including service delivery complaints, and key projects to enhance and increase the efficiency and effectiveness of the complaints and regulatory functions.
The ED requires experience and an understanding of complaints, regulatory and risk management processes including experience in the application of legislative requirements within the context of assessing and prioritising high risk and serious matters. The ED is required to build and sustain professional working relationships with internal and external stakeholders and to lead a team to deliver quality improvement processes, including service delivery complaints, and lead projects to enhance and increase efficiency and effectiveness of the complaints and regulatory functions.

Role Overview
The Executive Director Investigations (the ED) holds a crucial position in ensuring public health and safety through effective leadership of the investigations division stop the role involves overseeing the examination of complaints related to health practitioners and services, particularly those that may require disciplinary actions or urgent regulatory responses. You will be responsible for the investigation of complaints and other matters related to health practitioners and services, that raise serious issues of public health or safety, raise questions of appropriate care, treatment, conduct or potential systemic issues in health service delivery
The ED is tasked with ensuring that investigations are carried out with integrity and accordance with established best practises, thereby nurturing a culture of accountability and excellence within the division. Critical thinking is vital in this role as the executive director must adeptly manage complex high stakes investigations while engaging with various stakeholders including the Australian health practitioner regulation agency another government bodies.
It is critical for this role to have a comprehensive understanding of legislative frameworks and healthcare standards to analyse intricate clinical performance issues and systemic challenges within health service delivery. In addition, the Executive Director is responsible for leading a team focused on achieving the office’s strategic goals while maintaining operational effectiveness by fostering a culture continuous improvement while implementing innovative investigative practices. The role requires a strong commitment to ethical governance and political impartiality, ensuring all actions align with OHO’s values and priorities ultimately the Executive Director is accountable for achieving positive outcomes in a patient safety quality can while effectively managing resources within budgetary constraints and building collaborative relationships with high level stakeholders.
As you will be working closely with the Health Ombudsman, the other Executive Directors and a range of stakeholders, it’s vital that you are collaborative, flexible and a poised professional, with an engaging personality. Executive Director, Director of Proceedings

Role Overview
The Executive Director, Director of Proceedings (the ED) is a member of the Executive Leadership team of the Office of the Health Ombudsman, with specific responsibilities under the Health Ombudsman Act 2013 (the Act) for taking proceedings against registered health practitioners to Queensland Civil and Administrative Tribunal (QCAT). The ED is responsible for making independent decisions about whether matters referred from the Health Ombudsman should be referred to QCAT. The ED refers such matters on behalf of the Health Ombudsman and must have consideration for factors set out in the Act but is not subject to the direction of the Health Ombudsman or anyone else in respect to these decisions or the conduct of proceedings before QCAT. The ED works closely with the Executive ED, Legal Services and General Counsel to ensure consistent approaches in the performance of legal functions across the office. The ED is also required to work collaboratively with members of the Executive Leadership Team to deliver the Office of the Health Ombudsman’s legislative, strategic, and operational objectives.
The ED is required to manage and oversee all aspects of the conduct of disciplinary proceedings filed in QCAT, allocated to internal legal staff or external legal providers, including from the drafting of pleadings, presentation of evidence, submissions on sanction, and progressing to a final hearing and determination. The ED may appear in the proceedings in person, as may be necessary/required. The ED manages the conduct of appeals or judicial review applications as they relate to QCAT disciplinary proceedings, allocated to internal legal staff or external legal providers. Furthermore, the ED is also responsible for providing strategic and operational leadership for the performance of the ‘ED of Proceedings’ functions and a dedicated legal services team, driving a positive workplace culture and supporting staff to achieve their operational and performance targets.
The ED must be a lawyer, solicitor, barrister or otherwise appropriately qualified to practice law in Queensland. The Director requires experience in the management of complex litigation or prosecutions, involving sensitive matters and risks of harm, and to have previously practised in a court or tribunal setting as well as utilising a detailed knowledge of complaints and regulatory systems and the application of professional standards and codes of conduct in a sensitive and complex regulatory environment.

Role Overview
The Executive ED, Legal Services and General Counsel (the ED) is a member of the Executive Leadership team of the Office of the Health Ombudsman and acts as general legal counsel for the Health Ombudsman. The ED is required to provide strategic advice and take an active role in the implementation of the Office’s strategic direction through leading and managing legal, prosecutorial (unregistered practitioners) and legislative functions of the organisation. The ED provides expert legal counsel to the Health Ombudsman on the interpretation and application of the Health Ombudsman Act 2013; Health Practitioner Regulation National Law 2009 (Queensland) and other applicable legislation The ED also works closely with the ED of Proceedings to ensure consistent approaches in the performance of legal functions across the office. The ED of Proceedings is responsible for taking proceedings against registered health practitioners to appointed by the Health Ombudsman in the Queensland Civil and Administrative Tribunal (QCAT).
The ED manages and oversees expert quality and timely legal services on complex matters across a broad range of legal areas affecting or likely to affect the performance of the Health Ombudsman’s functions. These include statutory interpretation, administrative law, release of information and information privacy, evidence, employment law, health law and contract law. Furthermore, the ED is responsible for providing strategic and operational leadership for the performance of the legal services team, driving a positive workplace culture and supporting staff to achieve their operational and performance targets and to engage effectively in cross functional approaches with other divisions. The ED is required to work collaboratively with members of the Executive Leadership Team and Risk and Audit Committee to deliver the Office of the Health Ombudsman’s legislative, strategic, and operational objectives.
The ED must be a lawyer, solicitor, barrister or otherwise appropriately qualified to practice law in Queensland. The ED requires experience in the management of complex litigation or prosecutions involving sensitive matters and risks of harm and previously practiced in a court or tribunal setting. The ED is required to provide instructions and direction to external legal service providers regarding the management of the major legal issues affecting the Office of the Health Ombudsman.
