    True Relationships & Reproductive Health is a longstanding, statewide, forpurpose organisation delivering comprehensive sexual and reproductive health services, education and counselling across Queensland. More than 130 staff provide clinical care, community education, disabilityinclusive services, counselling, and telehealth support to tens of thousands of Queenslanders each year, spanning adolescents to older women, culturally diverse communities and LGBTQ+ clients. 

    True’s service footprint extends across metropolitan, regional and rural Queensland, supported by major funders including Queensland Health and the Queensland Department of Education. It maintains strong partnerships with PHNs, CheckUP, women’s health organisations, disability service providers, universities, and national networks such as Sexual & Reproductive Health Australia (SRHA). 

    A new threeyear Strategic Plan (Access & Equity) positions True for growth, digital uplift and expansion of clinical and education services. Current initiatives include telehealth expansion, AIsupported clinical documentation, new workforce pipelines, and clinical service partnerships focused on menopause, endometriosis, pelvic pain, disability services, and comprehensive sexuality education in schools. 

  • Current Context & Strategic Direction

    True is modernising its people systems, strengthening clinical and educational capability, and uplifting organisational maturity following several years of structural and workforce change. With workforce gaps, a junior HR function, an Enterprise Agreement nearing finalisation, and the need for stronger workforce metrics and governance, the Head of People and Culture will be integral in positioning True for long‑term sustainability and growth. 

    The organisation is mission‑driven, values‑led and deeply passionate. Staff are motivated by purpose, but True now requires a mature people leader who can set boundaries, strengthen processes, guide managers through behaviour management, and uplift capability while maintaining a supportive and people‑centric culture. 

  • About the Role

    Reporting directly to the CEO and leading a small People & Culture team, the Head of People and Culture is responsible for organisation‑wide people strategy, governance, workforce planning, culture uplift, and contemporary HR leadership. This role is both strategic and operational – ideal for a capable generalist who is comfortable ‘rolling up their sleeves’ when needed. 

    Key responsibilities include: 

    • Strategic people leadership – design and deliver a contemporary P&C strategy aligned to the new Strategic Plan. 
    • IR/ER oversight – support EA finalisation, partner with external IR specialists, and provide confident people‑management advice. 
    • Workforce strategy – build workforce pipelines, strengthen recruitment capability, develop partnerships with universities and training providers. 
    • Culture & capability uplift – embed strong people practices, coaching managers, supporting behaviour management and driving organisational improvement. 
    • Governance & systems – uplift workforce metrics, HR systems, WHS standards, onboarding, and workforce reporting to SLT and Board. 
    • Change leadership – guide managers through organisational change, refine processes, and promote consistent best‑practice people management.

    Leadership & People 

    Experienced, confident and values‑driven leader with strong EQ and the ability to mentor, coach and uplift capability across a diverse workforce. 

    Strategy & Planning 

    Ability to develop and deliver people strategies, workforce plans and organisational improvements aligned to growth and service delivery priorities. 

    Operational or Technical Expertise 

    Strong generalist HR capability across IR/ER, workforce planning, people systems, WHS and HR governance, with the maturity to set boundaries and guide managers through behaviour and performance issues. 

    Stakeholder Engagement & Influence 

    A trusted advisor who can influence senior leaders, clinicians, managers and external partners through credible advice, strong relationships and clear communication. 

    Values, Integrity & Cultural Alignment 

    Deep commitment to access, equity and reproductive health rights, with the ability to navigate sensitive topics with professionalism and respect.

    The ideal candidate is a confident, pragmatic and resilient HR leader who brings strong generalist capability and the ability to balance strategic thinking with hands‑on delivery. You will be comfortable advising the CEO and SLT, supporting managers through complex people issues, and strengthening a team that is still developing its confidence and maturity. 

    You thrive in purpose‑driven environments, enjoy building systems and structure, and have a natural ability to set boundaries, manage change and uplift culture without losing the warmth and relational strength that True is known for.
